How can I create a new eBay account after my first one was blocked?

My first eBay account was phished and someone logged in and put bids on many items and eBay blocked my account for that. I tried to email them and tell them my account was hacked but they suspended me permanently. I want to make a new account so I can start buying and selling again but they already have all my information such as my name and address and wont let me make a new account. My PayPal still works though. Also, I am switching banks so I will have a new account and a new debit card i could register.
