How to Restore iPhone 4?

I found an iphone 4,but its password locked, how do i restore it.?

i found an iphone 4 and took it to at&t so the owner can claim it but at&t called me back a week after and toll me that no one claimed the iphone, so i went and picked it up and tried to restore it with itunes but its said i have to put a password so i went to DFU mode but i got itunes error 3194. i tried everything even i went to youtube for help but nothing helped. so idk whats wrong with it. ohh i even tried tinyumbrella. i restarted the computer too. i dont know whats wrong with it. can you guys please help me please and thankyou.

If you found it the honourable thing to do would be to hand it in to a police station, I am sure that if you lost your phone you would hope that someone would hand it in.
