Why not yahoo make forward and pop free like Gmail or hotmail?

I find this very strange Hotmail and Gmail allow you to make forward to your mail and also you can pop up your data using outlook or any other program,I yahoo you must upgrade to mail plus paying money to get this service !!!!!!!!!!!!!!!
