Can I Import my Contacts from "Microsoft Outlook Web Access" to "Microsoft Office Outlook"?

I tried so by creating a new user and choose it to be my work email address, and choose POP3 but my contacts are not there when I check my email using the Office outlook (only my inbox messages are there).

The POP3 process only imports the contents of the inbox.
