If a given email is a link to Outlook, does it mean i don't have other ways to send it?

If a link takes me directly to Outlook Express to send an email, is it telling me that I have to specifically send it that way? To be a little more specific and detailed, I want to contact an university and it gives me the email of the department I want to email on a link. When I click on the link, it takes me directly to Outlook. I had no knowledge on how to use this program but thought it was going to be the same way as sending any other email from any other email messaging accounts such as Yahoo and/or Messenger. I tried to set it up just like I would in a regular email but apparently it wasn't the same method (or so thought because I ended up very confused) so I decided to do it via email using my email account and writing the given address on the "to:" part. It's been a month since I sent that email and haven't gotten any response. It's not that I'm not being patient because the email was regarding something very short and simple and I think it's time I would've gotten a response already. Also if I want someone in specific from that department to receive that email should I write her name next to the email I'm sending it to, or how exactly? please answer my question mainly the first one, the second one, I guess it kinda depends but it would be appreciated any help with these subject. thanks in advance :)

Many web sites use an HTML command called MAILTO:. It is an easy way to handle email since they do not have to design forms and handle the mail themselves. The command transfers to the "default" email program which is normally Outlook Express or Windows Mail on a PC. If you are using email at a web site it is easier to just copy down the address and then type it into the TO box manually. Craigslist email addresses have this format: [email protected]. Just type it into the TO line. To use a standalone email program you would need a Yahoo Plus account for $19.99 a year. To change the default to Yahoo you can do this.... If you are using Firefox ... Go to tools > options > applications. Scroll down to MAILTO and select Yahoo Mail from the dropdown menu. That will make website mail links go to Yahoo. For IE you need the Yahoo toolbar.
