Why can't I access my yahoo account from windows mail?

I cant able 2 view pop access and forward option on my yahoo mail account?

i have free yahoo mail classic account .i want to view my yahoo mail on web mail client.so i can try 2 enable pop access on my yahoo mail option.there is no pop access and forward option. somebody says,yahoo mail india stops pop access option,so u can change ur country.so i can change my location india to uk.but still i cant able 2 view pop access option.i have another account in yahoo india.its shows pop access option.but this account only disable pop access option. any body knows how to pop access option on my yahoo mail account?plz help me

You must have yahoo plus (payment required) to use POP access.
