Why do people only tell you the month they were born, when asked their birthday?

Now this one has been bugging me for a while. I have my own suspicions, but I want to hear from the community on this one. If this has ever happened to you, or if you have done it yourself...Why is it when a person is asked when their birthday is, they only tell you the month they were born. For example: Bobby: Hey Sally, when is your birthday? Sally: November. Do they want the day to be guessed at or what? Is it because the question was phrased "when" is your birthday, and not "what" is your birthday? Why does it have to be so vague since a birthday is one of the most time specific and narrowest events in a persons life. I thought by saying the word "birthDAY" would be enough of a clue that I didn't just want the month only. If anyone knows why this happens, please let me know.
