Answer:
A subclass 309 visa is a Provisional (not provincial) visa. When you apply for a Partner visa, you actually apply for a 309 Provisional and a 100 Permanent visa at the same time. Under normal circumstances, the visa is first granted as Provisional and then becomes Permanent if the relationship is still intact 2 years after the original application. You never apply for the permanent visa as a separate process and you don't have to pay anything extra for it - when the 2 years is almost up, you are sent paperwork to prove that the relationship is still intact and the permanent visa is issued automatically if your evidence of a continuing relationship is satisfactory. In your case, if you were married for 4 years when you first applied, even though the case has been opened as a 309 Provisional application, there is a reasonable chance that you will actually be granted a Permanent subclass 100 visa without ever needing to go through the Provisional phase. If however your husband has been in Australia without you for most of the 4 years of your marriage, the CO may decide that a Provisional 309 would be more appropriate as you haven't actually been living together in a married relationship. That's up to the CO. On a Provisional Partner visa, you have unrestricted work privileges and are eligible for Medicare.

I think there is no expiration limit, but in the case of provincial migration it for limited time. For more information: www.immi.gov.au http://www.visainfo4u.com
