You do not have to engage an agent... Please be aware that NZ has recently regulated its immigration agents, so applications will only be accepted either by you, or a LICENSED agent. Be wary of agents without a licence, there have been cases of people losing money and/or their application because they used an unlicensed agent.

The first thing you should do is engage an agent. They will help you find a job in New Zealand. You will need a job offer to get a work permit in the current environment, technically you can get a visa to look for a job if you have enough "points". But in practice its very tough to get and Immigration NZ will likely issue you with a 9 month work permit which makes it impossible to get a job with the recession on. IT is still listed as a skills shortage area but you will also need a degree in IT and need to work for 6 months more to get 5 years experience. You will also need to prove you can speak/use English at IELTS level 6.5 Be careful with agents, especially Indian ones, they will take $10000 USD off you and not do much. You should find a good one in New Zealand who will charge you around $NZ5000-$7000 for a fee to prepare a permanent residence application, it also costs about $2000NZD for application and assessment fees charged by the government. Be warned you could spend 10,000 and still not be approved but if you have a job offer, you will get approved (99%) as long as you have no skeletons in your closet.

I know a very experienced man in the IT industry, he is having trouble getting employed. NZ isn't the best place for getting jobs in IT. Try seek.co.nz if you want to.

You would need to be in New Zealand and be able to get a working visa. There are plenty of Indians here so I don't see why you couldn't come.
