I think someone is trying to rip you off. A Europass CV is just a way of recording your EU qualifications so they can matched to equivalents in other countries. There is no such thing as a work permission application form. You'd need a visa and they are virtually impossible to get now. You can't get permission to come here based on an application letter. There is no such thing as the European Work Office. Permission to live and work in say, France, doesn't even allow you to visit Ireland let alone work here.
