Is charging to dispose asbestos in some UK tips crazy?

In the last few months my local recycling centre has decided to charge £20 for each sheet of asbestos disposed there. Originally it was free. I think this is total madness. I have seen sheets of corrugated asbestos dumped by far gates etc by people who will not pay. This is greed. They are causing irresponsible people to dump a very dangerous material in the countryside and where kids play, all for money. We won't ever cure public irresponsibility but why should local authorities take up the crazy practice of irresponsibility in the name of greed? Until the charges were introduced I never saw asbestos dumped in public.

Irresponsible people would not bother to take to the tip anyways. I do not see why you just don't drywall over it and seal it behind the drywall or plaster.. It is not like you are going to knock down the house tomorrow. I look and see that I still have asbestos inside my toaster. Does it worry me any. No. It does the job it was meant to do which is insulate the hot wires from the metal of the toaster. I bet they got you with the scare of "lead paint" too. I have seen people sand their doors and windows back to bare wood just to be rid of the lead. Others buy new doors and windows and paint them with latex paints(that has no lead - the oil paints did as it makes the white whiter). Me, I have no problems with it because I do not make it a habit to chew on a door or a window frame. A beaver I am not. Heck, I have split more fishing weights with my teeth than you can count (lead is lead) So the reason they are charging is probably because they are having trouble getting rid of it. You must have old mines in your area that are no longer mined. Why not stick it back into the ground as that is where it came from.? Ask your council "why not?" It is not like kids get to play in old mine shafts.

They are charging because it is dangerous and expensive to dispose of, and presumably they do not have the funding from the government any more, as they do not feel everyone should pay for you to dispose of asbestos. In reality, it should not be taken to the tip in the first place, but handled and disposed of at source.
