There are no unusual weather conditions here at the moment - it's overcast and drizzly but fairly mild. All perfectly normal. I suspect someone at the Passport Office put the wrong message on their phone system this morning!

Where I am, it's mild and drizzling. I think there are a few fog patches around. Perhaps Londoners are throwing off their long woolly coms and these are blocking the roads.

What makes you think the passport office is in London? it's far cheaper to run a call centre somewhere like Scotland, where I think there's snow risk right now.
