Answer:
No Tower Hill does not. Like the poster above said, you can go one stop to monument and change onto the northern line. Alternatively you can just cross the road walk down the street and youll be on Tower Bridge.

From Tower Hill, take the Circle & District line to Monument station. There, change to the Northern Line (southbound) and go down one stop.
