On Dec. 16, Facebook accidentally revealed some prototype features. During this time, even page admins of authenticated pages could not set a default landing tab. The feature was restored later that day.
Another possibility is that you combined your fan page with a Place page. Places pages do not currently allow admins to set a unique default landing tab.
As Chad noted, another possibility is that you are dealing with a Community Page, not a fan page.

On thing to be aware of, Facebooks new page setup will not allow you to direct users to ANY landing pages. You can divert them with ads, but when they come to you page they now arrive to the default "timeline" starting March 30th.
