Facebook will sometimes limit how many ad accounts you have created in a Business Manager. The number of created ad accounts varies but one of the first thresholds is usually 10. However, as long as you are following Facebook’s guidelines, you can ask to remove that limit and they will usually comply.
In my 10+ years of experience, there is no limit that I’m aware of in how may ad accounts you can manage as an admin that belong to other businesses.
You absolutely should not create a new account for this, because somewhere down the line, the password will be forgotten (I didn’t say might, the password WILL be forgotten) and you’ll lose access to the account, and thus the app, forever.

No. You used to be able to at one time, but you now need a Facebook Profile in order to create a Facebook Page (and to run that Page properly).
If you try closing the account, you’ll end up with a Facebook gray account and won’t be able to run Facebook Ads, etc.
First You Create a Facebook Business Page
Then Do Regular Posting on That Facebook Page
Then Use Facebook Ad To Promote a Business
I recommend you take a look again at the official documentation on Facebook's website for developers as that's usually the most comprehensive and up to date material you may find.

Every business is managed by someone just as every business is own by someone. The page is not an independent property hence a manager has to be assigned and personal account serves that purpose. So simply put, as at the moment, you can't run a business account without personal profile.
