I use an old version of Paintshop Pro that has various interpolation algorithms and can resize images over the ranges specified in the question. I cannot remember using it on 95, but I still use it from time to time on a legacy 98 system. I still use it on Windows 10. I haven’t installed it on 11 yet.
….open up the actions panel, make a new action, go to image/size, change your size(change only the DPI-do not resample), save as, keep the file name, change type to JPEG, choose quality, stop recording the action…
…go to file/automate/batch, choose the action that you just recorded, point it towards your folder, and let it run. You’ll now how have a set of JPEGS in your folder all named the same as the TIFF file, but at 100 DPI and not 600 DPI.

Other considerations I would look at in this sort of situation would include whether this was a one time thing or something that I would be doing repeatedly, whether anyone else would be using the tool, and whether I needed to account for things like different versions of Windows.

I don't use it but believe you can do batch conversion in Lightroom, not sure about Photoshop. PDF files can be opened in Photoshop and saved as whatever but I am sure that they would have to be processed individually.
I would open them in Paint and “Save as…” TIFF format. You can also take screenshots of your documents and save the resulting image to TIFF, again, using Paint. There are other graphics programs like Movavi which can do this task en-mass (lots at once).
