Why does my web page fade instead of scroll?

I have inserted My own flash book reader like scribed. But it has problem , when I want to scroll book.. whole web page will scroll. I want when my mouse cursor is on that flash book then web page scroll bar lock so that user can scroll the book, like...

Sometimes dynamic text for a section can end up so long that it breaks a layout. Scrolling can help keep the layout intact but then forces the user to scroll to read the rest of the content. But is that a bad thing? Are users bothered by scrolling inside...

For example, do people tend to look at the bottom or top of the page, depending on the direction of scroll?
