Why cant open my telebisyon?

I have a form i need to fill out and it says download hear i click on it and it says do you want to open or save this file. I click on open but nothing happens it just keeps coming back to the do you want to open or save this file box. Its not saving...

I cant open the newest version of dark comet rat on my computer. it just says open or save and I've tried both. whenever I save it obviously saves it, but when i open it, it just asks me to open or save it again. What do I do?
