What is a TV broadcast?

I would like to know about the cost to broadcast a tv. aslo i would like to know what i have do for broadcast a tv as well what instruments are required for that.

Instead of viewing video + audio on their TV, TV channels sometimes play real-time radio without any video (audio only). What is this technique called? Any official term? It's not called 'cable FM' for sure.
