How do you add attachments?

When using my yahoo email, my "attachment" or "paperclip" does not appear anymore. How do I add this feature back or how do I now add an attachment to an email???

When I add photos I get an adding attachments screen and it doesn't progress. I've waited for up to 15 minutes but nothing happens

The previous version of yahoo was much easier to add attachments.
